City Manager Announces New Police Chief

Buena Vista, VA (May 2023) – City of Buena Vista City Manager, Jason Tyree, announces the hiring of Wayne F. Handley as the City’s new Police Chief. Chief Handley will begin his duties for the City of Buena Vista on July 1, 2023.

Chief Handley comes to the City of Buena Vista from the City of Norfolk, Virginia Sherriff’s Office with over 23 years of law enforcement experience. Throughout his 23-year career in law enforcement, he held a variety of assignments while progressing in rank. Chief Handley’s career includes extensive experience in areas of patrol and enforcement operations, investigations, law enforcement administrations and professional standards, as well as community affairs. Chief Hadley is also a veteran of the United States Marine Corps, where he gained experience in special operations, emergency medical services, and leadership.

Chief Handley is a respected leader in law enforcement and has a proven record of community centric policing and progressive leadership that will guide and shape the future of the Buena Vista Police Department. He is an excellent addition to our Leadership Team and the outstanding offices at the BVPD,” said City Manager, Jason Tyree.

Chief Handley holds a Master of Science degree in Education and a Bachelor of Science degree in Political Science, both from Old Dominion University. He is currently a Doctoral Candidate at Old Dominion University where he is completing research on mental health programs for police officers. In 2019, he co-authored a publication in the Richmond Public Interest Law Review, demonstrating his passion and expertise.

As a Police Chief and law enforcement leader, Chief Handley brings a collaborative leadership style to leading and organization, a proactive approach to community centered policing, and an unwavering commitment to professionalism, as well as a strong focus on fostering and preserving relationships.

Effective July 1, 2023, Chief Handley will become the 8th Police Chief for the City of Buena Vista. The City is confident that Chief Handley’s experience and dedication to the profession of law enforcement will immensely benefit the Buena Vista Police Department and the City of Buena Vista as a whole.
